You can use the Data Management > Configuration Deployment dashboard in the Admin Portal to deploy a package you have created containing configuration resources to a target domain:
To do this:
Click the New Deployment button:
Select the target domain to deploy to:
Locate the JSON file representing the package to deploy:
Click the Request button:
You can see your request at the top of the queue with a status of Awaiting Approval:
Your request is added to the My Requests tab on the Approvals dashboard. Note you cannot approve your own request, so a different user must sign in to the Admin Portal and approve:

Navigate to the Approvals dashboard and, on the Awaiting Approvals tab, click either Approve or Deny:
